Vitalii Svichynskyi

Advisor • Fractional COO • Operations Management Consultant

Helps organizations build operational systems that withstand crisis and growth — from logistics to compliance. Works with international foundations and NGOs, government bodies and donors, as well as companies that need to structure their operational function — through project-based consulting, advisory services, and interim COO roles.

Has over 15 years of experience managing complex operations at the intersection of public administration, the international humanitarian sector, and private business. A key strength is entering environments where processes are not scalable, fail audits, or rely entirely on individuals, and transforming them into sustainable and auditable systems.

From 2022 to 2026, worked at the international foundation Razom for Ukraine — first as Head of the Health Program, later as Chief Operating Officer (COO). Responsible for humanitarian programs with a total volume of approximately $150 million USD and coordinated teams in Kyiv, Lviv, New York, and Washington. Transformed crisis-driven activities from the early months of the full-scale war into a standardized operational model with BPMN process maps, SOPs, and risk management systems that passed donor and audit reviews.

Prior to the humanitarian sector, spent six years in public administration: Deputy Head of the Odesa Regional State Administration, Head of the Savran District State Administration, and Head of the Social Protection Department of the Lyman District State Administration. Before entering public service, founded and managed the travel company XO.ua.

What he offers clients:

Operational function launch and transformation. Building operations from scratch or restructuring existing ones — where processes do not scale, fail audits, or rely entirely on people.

Crisis stabilization and uncertainty management. Logistics, procurement, and program operations when action and system-building must happen simultaneously — without the luxury of doing them sequentially.

Process standardization and compliance. BPMN modeling, SOP development, internal control systems, and preparation for donor and audit compliance.

Complex program management and cross-sector coordination. Distributed teams, coordination with donors, central and local authorities, regional administrations, and sector institutions.

PhD in Public Administration. Continuously updates professional expertise, including AI for operational management and project management (Ukrainian School of Public Administration). Working languages: Ukrainian and English.
